Performance campaign taxonomy.
One way to organize every ad, email and page, on every channel. It is built on customer journey tiers: each one gets a number that says how close the person seeing it is to buying. The lower the number, the closer they are.
Someone searching for your business by name is a few minutes from calling. Someone who just bought an RV is years from needing a new mattress. They need different messages, different budgets and different expectations. The tier number keeps all of that straight, on every channel, for every business we work with.
The idea is old. In 1966 Eugene Schwartz wrote that people move through five stages of awareness, from not knowing they have a problem to being ready to buy, and that the message has to match the stage. Customer journey tiers put a number on each stage, add what happens after the sale, and tie each one to where the ads run.
How to read a number
The size of the number tells you the distance to a sale. The digits tell you where it sits.
| Number | What it means | Example |
|---|---|---|
| 0000–0099 | Already a customer | 20 - Returning: a reorder email |
| 0100–0999 | In the market now: knows the need and is looking | 530 - Shopping, near me: someone searching "plumber near me" |
| 1000–1999 | Would be in the market, but isn't looking | 1000 - Coping: has the problem and doesn't know it |
| 2000–2999 | No need today | 2000 - Approaching: just bought a house, will need a plumber someday |
| 3000+ | Everyone | 3000 - Hearing: local radio |
Inside a number, the hundreds are the tier and the tens are the slot. 530 is 500 - Shopping, slot 3 (near me). Each message written for a slot gets its own number after a period: 530.1, 530.2, and on to 530.12 and beyond, with no limit.
A slot means the same thing for every business. When a business has nothing for a slot, the slot stays empty and keeps its number. Nothing gets renumbered.
The tiers
Pick a business to see what each tier looks like for it. Search examples are written the way people type them.

Empty is normal. RV mattresses have no 200 - Rushing: nobody needs one tonight. Plumbers and injury lawyers fill almost every tier. A blank tier is information, not a gap to force.

Supertiers
Most accounts don't need a campaign per tier. Ad platforms learn from conversions, and splitting a small account too finely starves them. So tiers roll up into supertiers. One supertier is one campaign by default.
| Supertier | Codes | The job | What accounts usually call it |
|---|---|---|---|
| Keep | 10–30 | Turn buyers into repeat buyers and referrers | Email - Post-purchase, Retention, Loyalty |
| Brand | 100 | Answer everyone who searches your name. Kept on its own so its cheap clicks don't flatter the other numbers. | Google Search - "Branded", Brand Defense |
| Close | 200–300 | Remove the last thing in the way. Direct asks. | Google Search - "High Intent", Retargeting - Cart Abandon |
| Win | 400–600 | Be the obvious pick: what makes you different, proof, price. | Google Search - "Non-Brand", Generic, Competitor, Shopping |
| Educate | 700–900 | Be helpful first. The offer comes second. | Google Search - "Informational", Top of Funnel |
| Reach | 1000–1999 | Find people who have the problem and aren't looking yet. | Meta - Prospecting, Cold Audiences, TOF |
| Awareness | 2000–2999 | Be known before the need shows up. | YouTube - Awareness, Meta - Reach, Influencer |
| Mass | 3000+ | Everyone in the area knows the name. | Radio, OOH, CTV, Sponsorships |
The number is the mindset, not the channel
A YouTube ad can be a 1000 - Coping or a 300 - Buying. What decides the number is who sees it and what they are thinking. Each channel has tiers it's good at.
| Channel | 0000–0099 | 0100–0999 | 1000–1999 | 2000–2999 | 3000+ |
|---|---|---|---|---|---|
| Google search | — | Most of it | — | — | — |
| Facebook and Instagram | Some | Retargeting | Most of it | Some | — |
| YouTube | — | Retargeting | Most of it | Most of it | — |
| Email and text | Most of it | Leads who haven't bought | — | — | — |
| Marketplaces | — | 540 - Shopping | — | — | — |
| Radio, TV, billboards, events | — | — | — | Some | All of it |
Retargeting moves people down
Retargeting is not its own tier. What a person did tells us how close they are now, and the ad is written for that tier.
| What they did | Now counts as | What the ad says |
|---|---|---|
| Watched half of a 1000 - Coping or 2200 - Learning video | 800 - Wondering | The next step: is it time? |
| Viewed a product or pricing page | 600 - Researching | Proof, the guarantee, the answer on price |
| Started checkout or a form | 300 - Buying | Finish, with the offer restated |
| Any of the above, with an offer ending soon | 230 - Rushing, deadline | "Ends Friday" |
| Already bought | 10 to 30 - Using to Recommending | Setup, reorder, review, referral |
The loop closes at the bottom. Reviews and referrals from 30 - Recommending become the proof people look for in 600 - Researching.
Rules we follow
Budget runs from low numbers to high
Fund the lowest tiers first, because they are closest to a sale and pay back fastest. Move up only when the tier below is working. The higher the number, the cheaper the reach, the longer the payback and the harder it is to trace a sale back to it. High numbers are the first to cut.
When a search fits two tiers
- It contains your own business's name: 100 - Choosing. (A competitor's name is 400 - Comparing.)
- It says it's urgent: 200 - Rushing.
- It names a competitor: 400 - Comparing.
- It names a marketplace or directory, like Amazon, Angi or Care.com: 540 - Shopping, marketplaces.
- It names another kind of fix: 700 - Exploring.
- It asks whether or when: 800 - Wondering.
- Otherwise, the lowest number that fits wins.
Each search lives in exactly one ad group.
Exclusions run downhill
Every campaign excludes the searches of the tiers below it, so each search lands in the closest tier it matches. Retargeting audiences are excluded from prospecting the same way.
Names carry the number
Campaigns read like CFC | G 500 Win or RVM | FB 1000 Reach. Ad groups read like 530 Near me: Raleigh. The channel goes in the name, never in the number, so results add up by tier across every channel.
How to use it
The tier and slot say who the person is. The message number says what we tell them. Every ad, email and post gets one.
A message plan
Here is the start of a plan for a business selling RV mattresses. Each row is one message.
| Message | Who sees it | The message |
|---|---|---|
| 510.1 | rv mattress | "Sleep like home on the road" |
| 510.2 | rv mattress | "Made for RVs, not shrunk-down houses" |
| 520.1 | rv short queen mattress | "Fits 60x74 exactly" |
| 520.2 | rv king mattress | "A real king for your RV" |
| 610.1 | rv mattress price | "Free shipping and a 100-night trial" |
| 620.1 | best rv mattress | "Why RVers rate us 4.9" |
| 1000.1 | Facebook: RV owners | "Your RV bed is why you're tired" |
| 600.1 | Retargeting: viewed a mattress | "Still deciding? Try it for 100 nights" |
| 30.1 | Email: past buyers | "Know a fellow RVer? Send them $50 off" |
- Test messages inside a slot. 510.1 against 510.2 is one test.
- Read results by message, then by slot, then by tier.
- A winning message keeps its number. A losing one is retired, and its number is never reused.
Example business, offer and ratings.
On Google
A campaign is a supertier. An ad group is a slot. An ad is a message.
| Level | Example | What goes in it |
|---|---|---|
| Campaign | RVM | G 500 Win | 400 - Comparing through 600 - Researching. One budget, one bid strategy. |
| Ad group | 520 Category + type: Short queen | One slot and one topic. Keywords: [rv short queen mattress], "short queen mattress for rv", [60x74 mattress] |
| Ads | 520.1 and 520.2 | One responsive search ad per message, running side by side |
Ad 520.1, as it might appear. Example brand.
Google best practices
- Keep 100 - Choosing (your brand) in its own campaign.
- One slot per ad group. Exact and phrase match keywords.
- Each responsive search ad gets 15 headlines (30 characters each) and 4 descriptions (90 characters each). Pin the message's main headline to the first position, so the test measures the message.
- The ad lands on the page for what it shows. An ad for a short queen goes to the short queen page, not the homepage.
- Each campaign excludes the keywords of the tiers below it.
- Track calls and forms as conversions, not just purchases.
On Meta (Facebook and Instagram)
A campaign is a supertier. An ad set is an audience, numbered by its tier. An ad is a message.
| Level | Example | What goes in it |
|---|---|---|
| Campaign | RVM | FB 1000 Reach | People who would buy but aren't looking |
| Ad set | 1000 Coping: RV owners | A broad audience. Past buyers and recent site visitors excluded. |
| Ads | 1000.1, 1000.2, 1000.3 | Three to five messages, each as a video or photo |
| Campaign | RVM | FB Retarget | People who already came to the site |
| Ad set | 600 Viewed a mattress, 7 days | Product page visitors who didn't buy |
| Ads | 600.1, 600.2 | Reviews, the trial, the answer on price |
Meta best practices
- Keep audiences broad and let the message find the person. The words and picture do most of the targeting.
- Put the hook in the first three seconds of a video.
- Retargeting gets its own campaign. Prospecting excludes everyone retargeting covers.
- Give each ad its message number in the name, so results add up the same way as Google's.
- Test the message, not the button color. A message that wins on Google is the first one to try on Meta.
Try it
Where does each search go? Pick a tier. Get it right and pick the slot.
emergency plumber near me
Yes, 200 - Rushing. Urgent words beat "near me." The first good answer gets the call. Now the slot:
You're ComForCare. Where does this go? comforcare reviews
Yes, 100 - Choosing. Any search with the business's name goes to Choosing, whatever else it says. Now the slot:
You're a local plumber. angi plumber
Yes, 500 - Shopping. Angi is a marketplace, not a competitor. They want a plumber and are shopping where plumbers are listed. Now the slot:
rv mattress vs topper
Yes, 700 - Exploring. It names a different kind of fix. Now the slot:
best personal injury lawyer phoenix
Yes, 500 - Shopping. It fits 500 - Shopping (a city) and 600 - Researching ("best"). When a search fits two tiers, the lower number wins. Now the slot:
when to get a lawyer after an accident
Yes, 800 - Wondering. They're asking whether it's time. Now the slot:
how to care for a parent with dementia
Yes, 900 - Struggling. A how-to question with no fix in mind. Help first, then the offer. Now the slot:
Try it on your own business
Copy this prompt into an AI assistant or agent and replace WEBSITE.COM with the business's site. It researches the business and plans a Google Search account in this system, down to single keywords and headlines. Click the box once to select all of it.
# Plan a Google Search account with the performance campaign taxonomy Before anything else, read https://grandopen.grandopen.site/performance-campaign-taxonomy in full. It explains the system this prompt uses, with examples for four kinds of business. Follow it where this prompt is shorter. ## How this works - Every ad, email and page gets a number that says how close the person seeing it is to buying. The lower the number, the closer they are. - The number describes the person's state of mind, not the channel. A YouTube ad can be a 1000 or a 300. - 0000-0099 already bought. 0100-0999 in the market now. 1000-1999 would be in the market but isn't looking. 2000-2999 no need today. 3000+ everyone. Google Search lives almost entirely in 0100-0999. - Budget runs from low numbers to high: fund what is closest to a sale first, and move up only when the tier below is working. - Retargeting is not a tier. What a person did moves them to a closer number: viewed a product = 600, started checkout = 300. - Empty is normal. A tier or slot a business has nothing for stays empty; never force it. ## Your task Research the business at WEBSITE.COM first: what it sells, prices, offers, service area, what makes it different, and its competitors. Then plan its Google Search ads using the system below. ## The numbers Every keyword, ad group and ad gets a number. The lower the number, the closer the person is to buying. - Hundreds = tier. Tens = slot. After the period = message (510.1, 510.2, 510.12). - A slot with nothing in it stays empty and keeps its number. Never renumber. | Tier | Name | Who they are | |---|---|---| | 100 | Choosing | Searching for the business by name | | 200 | Rushing | Urgent, or facing a deadline | | 300 | Buying | Knows exactly what they want | | 400 | Comparing | Choosing between named providers or a marketplace | | 500 | Shopping | Wants the thing, hasn't picked who | | 600 | Researching | Learning about price, quality and risk | | 700 | Exploring | Considering a different kind of fix | | 800 | Wondering | Asking whether it's time | | 900 | Struggling | Feels the problem, has no fix in mind | ## Slots - 110 the name alone or with a city · 120 name + product or service · 130 name + reviews, phone or "near me" - 210 emergency and urgent words · 220 open now, today, same day · 230 deadline offers - 310 a named program, product or promotion · 320 an exact size, model or spec · 330 buy, book, enroll, apply - 410 a named competitor · 420 competitor + "vs" or "alternatives" · 430 competitor + reviews or prices - 510 the category · 520 category + type, audience or use · 530 category + "near me" or a city · 540 the category inside a marketplace or directory (Amazon, Angi, Care.com) - 610 price and cost · 620 best and top · 630 reviews and ratings · 640 coverage, financing, guarantees - 710 the other kind of fix · 720 "X vs Y" · 730 what the other fix costs · 740 do it yourself - 810 "when is it time" · 820 "signs you need" · 830 "is it worth it" - 910 the symptom in their words · 920 their situation · 930 how-to questions ## Rules 1. Sorting a keyword: contains this business's own name = 100 (a competitor's name is 400). Urgent = 200. Names a competitor = 400. Names a marketplace or directory = 540. Names another kind of fix = 700. Asks whether or when = 800. Otherwise the lowest number that fits. 2. Each keyword lives in exactly one ad group. 3. Campaigns: Brand (100) on its own. Close (200-300). Win (400-600). Educate (700-900). Skip a campaign with nothing in it. 4. Each campaign excludes the keywords of the tiers below it as negatives. 5. Every ad lands on the page for what it shows, never the homepage. 6. Each message is one responsive search ad: up to 15 headlines of 30 characters and 4 descriptions of 90 characters. Pin the message's main headline to position 1. 7. Use only facts from the business's own site. Do not invent prices, ratings, reviews or guarantees. Mark anything you could not confirm with [CHECK]. 8. Write the way a person talks. No hype words. ## Output, in markdown 1. The business in five bullets: offer, service area, what makes it different, competitors, the main way it sells (calls, forms or checkout). 2. A campaigns table: name (ABC | G 500 Win), tiers, budget priority. 3. For each ad group: slot code and name, keywords ([exact] and "phrase"), landing page, and two messages, each with 3 headlines and 1 description. 4. Negative keywords for each campaign. 5. Empty slots, and why they are empty. ## Example of one ad group ### 520 Category + type: Short queen - Campaign: RVM | G 500 Win - Keywords: [rv short queen mattress], "short queen mattress for rv", [60x74 mattress] - Landing page: /short-queen - 520.1 "Fits 60x74 exactly" - Headlines: RV Short Queen Mattress | Fits 60x74 Exactly | Free Shipping - Description: Cut for RV beds, not shrunk down from a house mattress. Free returns. - 520.2 "Made for your RV" - Headlines: Made for RV Beds | Short Queen, True to Size | Ships to Your Campsite - Description: Sized for RV bedrooms and built to sleep like home. Free returns.

| Eugene Schwartz, Breakthrough Advertising (1966) | People move through stages of awareness, and the message has to match the stage. | Everything from 100 - Choosing to 1200 - Postponing |
